ಕರ್ನಾಟಕದ ಸಹಕಾರ ಚಳವಳಿಯ ಇತಿಹಾಸದಲ್ಲಿ ಕೆ.ಎಚ್. ಪಾಟೀಲ್ (ಕೃಷ್ಣಗೌಡ ಹನುಮಂತಗೌಡ ಪಾಟೀಲ್) ಅವರ ಹೆಸರು ಅಜರಾಮರ. ಗದಗ ಜಿಲ್ಲೆಯ ಹುಲಕೋಟಿಯ ಈ ಧೀಮಂತ ನಾಯಕನು ಕೇವಲ ರಾಜಕಾರಣಿಯಾಗಿರದೆ, ರೈತರ ಮತ್ತು ಗ್ರಾಮೀಣ ಜನತೆಯ ಆರ್ಥಿಕ ಸ್ವಾವಲಂಬನೆಯ ಹರಿಕಾರನಾಗಿದ್ದರು. ಗದಗದ ನೆಲದಲ್ಲಿ ಸಹಕಾರ ತತ್ವವನ್ನು ಬಿತ್ತಿ, ಅದನ್ನು ಒಂದು ಮಹಾವೃಕ್ಷವಾಗಿ ಬೆಳೆಸಿದ ಕೀರ್ತಿ ಇವರಿಗೆ ಸಲ್ಲುತ್ತದೆ.

ಹುಲಕೋಟಿಯ ಹುಲಿ

ಕೆ.ಎಚ್. ಪಾಟೀಲ್ ಅವರನ್ನು ಅಭಿಮಾನಿಗಳು ಪ್ರೀತಿಯಿಂದ ‘ಹುಲಕೋಟಿಯ ಹುಲಿ’ ಎಂದೇ ಕರೆಯುತ್ತಿದ್ದರು. ಹುಲಕೋಟಿಯಂತಹ ಒಂದು ಸಣ್ಣ ಹಳ್ಳಿಯನ್ನು ಇಡೀ ದೇಶವೇ ತಿರುಗಿ ನೋಡುವಂತೆ ಮಾಡಿದ ಶಕ್ತಿ ಇವರದ್ದು.

ತಳಮಟ್ಟದ ನಾಯಕತ್ವ: ಕೇವಲ 18ನೇ ವಯಸ್ಸಿನಲ್ಲಿ ಹುಲಕೋಟಿಯ ಗ್ರಾಮ ಪಂಚಾಯತ್ ಅಧ್ಯಕ್ಷರಾಗಿ (ಸರಪಂಚರು) ತಮ್ಮ ಸಾರ್ವಜನಿಕ ಜೀವನ ಆರಂಭಿಸಿದ ಇವರು, ಸತತ ಮೂರು ದಶಕಗಳ ಕಾಲ ಆ ಹುದ್ದೆಯಲ್ಲಿದ್ದು ಗ್ರಾಮದ ಸರ್ವಾಂಗೀಣ ವಿಕಾಸಕ್ಕೆ ಶ್ರಮಿಸಿದರು.
ಶೋಷಣೆ ವಿರುದ್ಧ ಸಮರ: ಅಂದು ಗದಗ ಭಾಗದಲ್ಲಿ ರೈತರನ್ನು ಶೋಷಿಸುತ್ತಿದ್ದ ಮಧ್ಯವರ್ತಿಗಳ ವಿರುದ್ಧ ಸಿಡಿದೆದ್ದ ಪಾಟೀಲರು, ರೈತರಿಗೆ ನ್ಯಾಯಯುತ ಬೆಲೆ ಕೊಡಿಸಲು ಸಹಕಾರಿ ಸಂಘಗಳನ್ನು ಸ್ಥಾಪಿಸಿದರು.

ಗದಗ ಜಿಲ್ಲೆಯ ಆರ್ಥಿಕ ಬೆನ್ನೆಲುಬಾಗಿ ಕೆ.ಎಚ್. ಪಾಟೀಲರು ಅನೇಕ ಸಂಸ್ಥೆಗಳನ್ನು ಕಟ್ಟಿದರು:

ಗದಗ ಸಹಕಾರಿ ಜವಳಿ ಗಿರಣಿ (Gadag Cooperative Textile Mill): ಉತ್ತರ ಕರ್ನಾಟಕದ ಹತ್ತಿ ಬೆಳೆಗಾರರಿಗೆ ಅನುಕೂಲವಾಗುವಂತೆ ಹುಲಕೋಟಿಯಲ್ಲಿ ಈ ಬೃಹತ್ ಗಿರಣಿಯನ್ನು ಸ್ಥಾಪಿಸಿದರು.
ಸಹಕಾರಿ ಎಣ್ಣೆ ಗಿರಣಿಗಳು: ರೈತರು ಬೆಳೆದ ಶೇಂಗಾ ಮತ್ತು ಇತರ ಎಣ್ಣೆಕಾಳುಗಳಿಗೆ ಮಾರುಕಟ್ಟೆ ಒದಗಿಸಲು ಸಹಕಾರಿ ಸಂಘಗಳನ್ನು ಕಟ್ಟಿ ಯಶಸ್ವಿಯಾದರು.
ಕೃಷಿ ವಿಜ್ಞಾನ ಕೇಂದ್ರ (KVK): 1985ರಲ್ಲಿ ಹುಲಕೋಟಿಯಲ್ಲಿ ಸ್ಥಾಪನೆಯಾದ ಈ ಕೇಂದ್ರವು ಇಂದಿಗೂ ರೈತರಿಗೆ ಆಧುನಿಕ ಕೃಷಿ ಪದ್ಧತಿಗಳ ಬಗ್ಗೆ ತರಬೇತಿ ನೀಡುವಲ್ಲಿ ಮುಂಚೂಣಿಯಲ್ಲಿದೆ.

ಕನ್ನಡಿಗರು ಎಂದೂ ಮರೆಯಲಾಗದ ಐತಿಹಾಸಿಕ ಘಟನೆಯೆಂದರೆ ‘ಮೈಸೂರು ರಾಜ್ಯ’ಕ್ಕೆ ‘ಕರ್ನಾಟಕ’ ಎಂದು ನಾಮಕರಣ ಮಾಡಿದ್ದು. 1973ರಲ್ಲಿ ಡಿ. ದೇವರಾಜ ಅರಸು ಅವರ ಸಂಪುಟದಲ್ಲಿ ಸಚಿವರಾಗಿದ್ದ ಕೆ.ಎಚ್. ಪಾಟೀಲರು, ವಿಧಾನ ಪರಿಷತ್ತಿನಲ್ಲಿ ಈ ಸಂಬಂಧಿತ ವಿಧೇಯಕವನ್ನು ಮಂಡಿಸಿ ಯಶಸ್ವಿಯಾಗಿ ಅಂಗೀಕಾರಗೊಳ್ಳುವಂತೆ ಮಾಡಿದರು. ಇದು ಗದಗ ಜಿಲ್ಲೆಗೆ ಸಂದ ದೊಡ್ಡ ಗೌರವಗಳಲ್ಲಿ ಒಂದು.

ಗ್ರಾಮೀಣ ಭಾಗದ ಮಕ್ಕಳಿಗೆ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ಸಿಗಬೇಕೆಂಬ ಉದ್ದೇಶದಿಂದ ಅವರು ಗದಗ ಮತ್ತು ಹುಲಕೋಟಿಯಲ್ಲಿ ಅನೇಕ ಶಾಲಾ-ಕಾಲೇಜುಗಳನ್ನು ಸ್ಥಾಪಿಸಿದರು.

ತಾಂತ್ರಿಕ ಶಿಕ್ಷಣ: ಹುಲಕೋಟಿಯಲ್ಲಿ ಪಾಲಿಟೆಕ್ನಿಕ್ ಮತ್ತು ಇಂಜಿನಿಯರಿಂಗ್ ಕಾಲೇಜುಗಳನ್ನು ತರುವ ಮೂಲಕ ಗ್ರಾಮೀಣ ಪ್ರತಿಭೆಗಳಿಗೆ ತಾಂತ್ರಿಕ ಜ್ಞಾನದ ಬಾಗಿಲು ತೆರೆದರು.
ಜಿಮ್ಸ್ (GIMS) ಮರುನಾಮಕರಣ: ಇವರ ಸೇವೆಯನ್ನು ಸ್ಮರಿಸಿ, ಗದಗ ವೈದ್ಯಕೀಯ ವಿಜ್ಞಾನಗಳ ಸಂಸ್ಥೆಗೆ ‘ಕೆ.ಎಚ್. ಪಾಟೀಲ್ ವೈದ್ಯಕೀಯ ವಿಜ್ಞಾನಗಳ ಸಂಸ್ಥೆ’ ಎಂದು ಮರುನಾಮಕರಣ ಮಾಡಲಾಗಿದೆ.

The Cooperative Bhishma of Gadag: K.H. Patil

In the annals of Karnataka’s socio-political history, the name K.H. Patil (Krishnegowda Hanumanthagowda Patil) is inscribed with gold, particularly in the soil of Gadag. Known popularly as the “Tiger of Hulkoti,” K.H. Patil was the primary architect who placed Gadag on the national map through his pioneering work in the cooperative movement and rural empowerment.

While his influence reached the state capital and beyond, his heart and home always remained in Hulkoti, a village in Gadag district that he transformed into a beacon of rural development.

The Visionary from Hulkoti

K.H. Patil believed that the true progress of India lay in its villages, and he chose his native Gadag as the laboratory for this vision. He is celebrated as the “Bhishma of the Cooperative Movement” in Karnataka. His contributions were not just political; they were foundational to the district’s economy:

Cooperative Powerhouse: He established the Gadag Cooperative Textile Mill in Hulkoti, ensuring that local cotton farmers received fair prices and employment.
Agricultural Innovation: He founded the Krishi Vigyan Kendra (KVK) in Hulkoti in 1985, which remains one of the premier agricultural research and training institutes in South India.
The “Karnataka” Naming: A staunch regionalist, he played a historic role in the renaming of Mysore State to Karnataka. In 1973, as a minister in the Devaraj Urs cabinet, he presented and passed the official bill in the Legislative Council.
